Win7 - Mail Merge to Drafts - Microsoft Community
when doing mail merge, don't want send emails straight away.
is there way put drafts first?
this can go through each email attach different attachments.

when using mail merge feature, automatically sends emails each recipient design. means cannot able save them directly drafts folder. workaround, can set outlook in work offline first disconnect outlook server. action, emails you're going send using mail merge stay in outbox folder. there, can move them drafts folder. enable work offline in outlook app, go send/receive tab , choose work offline.
