we having issues specific users email being blocked, no other addresses in organisation have issue. can see other posts whereby delist user block lists.
error or received when sending :-
the common reason email address suspected of sending spam , it's no longer allowed send messages outside of organization.
please respond can provide ndr , email address of user concerned.

thanks pm reply. please follow instructions here: https://technet.microsoft.com/en-us/library/dn458545%28v=exchg.150%29.aspx?f=255&mspperror=-2147217396 . if it’s not listed in action center, may delist via link: https://sender.office.com/ . this may not take effect , it’s suggested wait while. further investigate issue, have sent pm collect tenant information.
