since few days, can no longer take actions (like forward, archive, etc.) on email in folder's list view if email open. have either take action in email's own window, or have close it. new. else experiencing , way change it,

i tested on computer outlook version 1609.7369.2095 installed , i’m able forward or archive email if it’s open. so, i’d confirm following information:
- the detailed version of outlook client , os.
- how configure account, via exchange or imap/pop protocol?
- restart pc , test again see if can updates.
