i have same issue.
1. bottom always.
2. yes switching , folders not in inbox.
3. no add-ins.

please perform following steps reset outlook mac preference:
1. quit office 2016 apps.
2. go to: username/library/containers/com.microsoft.outlook/data/library/preferences
3. move files contain com.microsoft.outlook.plist in file name trash, not empty trash yet.
4. open outlook mac client , check it.
if prompt persists, restore plist files trash
meanwhile, noticed outlook mac client not up-to-date. try updating outlook mac client version 15.35 170610 check if helps.
