i have 2 users using outlook 2010 , when receive pdf attachment, message in outlook message blocked access following potentially unsafe attachment. attachment pdf files.

but when user logs owa pdf attachments come through.

based on information have provided, having issues opening pdf attachments. outlook includes security feature blocks attachments might put computer @ risk viruses or other threats. although outlook blocks access attachment, file still exists in email message. there methods can perform if have open attachment blocked in outlook. please check link detailed steps , check if helps.

Outlook Rules not Running Automatically - Microsoft Community
