Outlook for Mac 2011 and 2016 RMS You do not have permission to open - Microsoft Community
our mac users have been reporting rms mac isn't working , "you not have permission open message". i did testing , discovered outlook mac 2011 works prior 14.7.2 update after , on outlook mac 2016 error message , cannot read rms protected emails.

situation, i’d suggest check whether can open message (rms protected) in outlook web app (owa). can isolate whether issue related permission or settings related rms in outlook mac client (2011/2016).
if can opened in owa, should settings in client. if so, can refer following articles explaining such situation give shot.
