hi ricky,

this error comes trying submit message on exchange transport. implies user having intermittent networking issue happened hit @ time message submitted.

this behavior expected when network failures occur. if use's computer connected via wireless or wan link, random failures on network can common, , explain behavior. on local area network, rpc failures not uncommon.

in general, problem caused intermittent network connectivity issues, or possibly out-of-resource problem on client machine.

so suggest check network environment see if there abnormal. can let user switch network environment check if issue persists.

meanwhile, please following tests , share results if possible.

1. let user send emails specific user in owa.

2. let user login pc works normally, error show again?

if issue exists in user's pc, please refer article below , see if workarounds work you.
