my customer had same issue pdf files.
we added account same outlook profile , issue not occurring on new account added.
we removed old account had issues , allowed new 1 sync.
observations on customer mac os outdated when issue surfaced issue didn't corrected installing updates.
we had add account new outlook profile.
some dns records seem bit off more mx records regular priority 1 still yet confirm if that's related pdf file not downloading error obtained when set on old account email message unread go read file not downloaded , we'd error in pic below:

thanks feedback. given situation, suggest manually forward problematic email (with attachments) yourself, check if specific attachments can downloaded. if issue persists, please try forwarding messages in owa , check if can received correctly in outlook mac client , can download specific attachments in forwarding email.
for further analysis, we'd collect information follows:
- sync logs. please follow steps collect sync logs:
- enable logging in outlook mac 2016 referring to: https://support.microsoft.com/en-us/kb/2872257.
- close , restart outlook mac, perform sync specific messages.
- after sync action done, close outlook mac.
- find log file location referring article above, provide us.
- the problematic account. have sent private message collect it.
- the detailed version of outlook mac(outlook > outlook) , mac os(apple logo > mac).
