we've noticed outlook seems replacing normal smilies (eg, :), :p) 4 byte emojis now. in past used plain text formatted dispay wingdings font.
when did change occur?
we have issue arising now, our support ticket system (jira) won't accept 4 byte characters, when people emailing through tickets, , using smilies have in past, tickets don't created because contain 4 byte characters.
is there way, via group policy, revert original setting?

please refer steps below check if issue can fixed.
in outlook mail:
- click on "file"
- click on "options"; "outlook options" window opens
- click on "mail" in left column
- click on "editor options" button in right column; "editor options" window opens
- click on "autocorrect options..." button; window opens
- in "replace text type" section, scroll down using down arrow , see smileys, including ":)"
- click on each smiley want change , either click redefine/delete
- click "ok" button
however, applies individuals. group policy, our forum focuses on office 365 business services, regarding group policy settings, suggested visit technet forum dedicated help.
