please log into exchange admin center using admin role, , navigate to protection> action center to check if blocked. if so, please try delist user action center. here article reference:
removing user, domain, or ip address block list after sending spam email.
if admin tried delist action center failed, please provide the details of office 365 tenant , complete ndr (non-delivery report) within 3 days further analysis.
