hello charles,
how did add attachment? click on 1 email address generate new email , add attachment? try using web version of mailbox such outlook.com or outlook web app( if using office 365 accounts, http://outlook.office365.com/owa) see if can add attachment.
if yes, issue should related outlook mac client. first, please update latest version of outlook 15.34 170515 see if issue happens again. click > check updates > tick manually check
if doesn't help, check sent folder in outlook, sort "size". can move email folder in outlook backup , remove biggest one. compose new email, add attachment see if error shows again.
