How do I insert a text box and put it in the rear level

if insert text box on page, blocks other text boxes. how set can edit other text boxes on page?

for word, can right-click text box , click on send back. send text box of other objects, should let edit other text boxes behind it.

if not using word, please clarify application you're using can provide more suggestion.
