send button on email shaded , won't allow me mail

hi kin59vara,  

do mean cannot send email every time compose new email or time?

could please provide information below?

  1. screenshot of symptom.
  2. the version of outlook client. example: version 14.7.1(161129). you can check by 
  • click on menu labeled outlook (next apple logo in top left corner of screen).
  • click about outlook.

    3. type of account using(for example: office 365 account? outlook.com, or gmail?)? ,     how configure account? via exchange or imap/pop?

    4. please set account see if works can check if it’s application problem.

Outlook Rules not Running Automatically - Microsoft Community

i have 3 rules in outlook 2013 installation set when email arrives check words in body, subject or header.  the rules not seem run automatically.  when run rules manually seem work fine.  i've had problem quite while.  recently, created new outlook profile did not fix issue.  i went , changed srs file srs.old did not fix either. please provide me suggestions fix. hi neil, in order isolate issue, we'd following information: have made recent changes or applied update device prior issue? which email account using? personal email account or work email account? for initial troubleshooting, suggest deleting rules , create again. this, may refer article below: manage email messages using rules looking forward response.
