i had same issue , verified setup saving drafts. still creating draft inbox. else can checking.

as have set default folder saving items not sent after n minutes. please check if there inbox rules set on account (file > mange rules , alerts > email rules) making draft items in inbox.

 

to further troubleshoot, please provide following information:

1. type of email account use (exchanged mode, pop3 or imap).

2. check if issue occurs on outlook on web (owa).

3. try running out in safe mode check if issue related plugins. press (window + r), type outlook.exe /safe

4. the detailed outlook version. provide screenshot of version if possible.
