have tried steps mentioned in original thread https://answers.microsoft.com/en-us/msoffice/forum/msoffice_outlook-mso_winother/outlook-2016-skype-meeting-add-in-not-loading/34317c2e-dda7-45b1-a067-01541db6419e (for example, repair outlook client, upgrading outlook client or run clean boot). or, can try un-installing , re-installing outlook client.

moreover, have test account used download client , works fine. can share in the private message. can use download client in office 365 portal (install software) , see if helps.
