according error message, i’d confirm whether using outlook.com account , can’t log via browsers.

 

if yes, experience, possible server account belongs under maintenance. given situation, please try using anther browsers, google chrome , check if can log outlook.com account.

 

meanwhile, find post new thread in our outlook.com categories. since our forum focuses on office 365 business online services, if can’t log outlook.com via chrome either, recommended focus on case posted in outlook.com categories. engineers there dedicated handling kind of issue , glad provide assistance.
