three options

#1 - configure new outlook profile without email accounts (in case ever decide use outlook again later)

 

create outlook profile without email account

or

#2 - outlook closed - open control panel <mail app> , remove email accounts

or 

#3 - same #2 make copy of existing outlook profile , remove email accts in "copied" profile (this leave original available future use)

in cases above - make sure set new profile default outlook when opens. aside, outlook never download if it's not opened.
