Missing commands in "All Commands" list (during Customize - Microsoft Community

this subscription product "microsoft office 365 proplus" version 1706 (build 8229.2073 click-to-run) first release current channel (office insider slow).

i setting new surface pro (2017) , applied windows updates, installed office 365 account , applied updates.  when went customize quick access ribbon add "message options" command (which opens dialog box , allows see message's internet headers) command (along many others) not available in "all commands" list.  know else running exact same build version, , appear in list.  on older machine (slightly different build) appears above "message preview".

my friend thinks have buggy install, hate delete , try again since getting set correctly.  there other way fix this?  or have other info on why many commands (not message options) missing below list?

here screenshot of relevant section of "all commands" list new install on surface pro 2017:

it not buggy install.  more buggy version.

the insider versions of office (and windows) "beta test" versions. testing latest , greatest "improvements" office before released general public.  possible insider release accidentally, or intentionally, removed specific command list.

your best bet ask question in "office insider" group on forum.  edit original question , change "subject" drop down (near bottom of page) "office insider" specific attention. way, if insider problem, luck fix before general release after seeing question.

ps: why "office insider".  insider process not recommended used on only/main computer.  insiders "crash test dummies" willing take chance see, , test , possibly affect final form of new features before released general public.  brief comments not sound should part of group.
